I have used the RIB a bit this winter and have noticed my Suzuki Engine Dials tend to fog up... is this normal for winter boating or a sign they need to be replaced shortly?

It's not uncommon. How you store the boat can make things worse (e.g. under a tarp that traps moisture). If they have a back light try turning it on for half an hour - often the heat is enough to dry them out. if it is persistent and you can open the back (or are brave enough to drill it) you could add some silica gel.
It does happen on a lot of RIBs...( just a part of open deck boating) I it get on my Smart Guages rarely...only in certain condions, soons burns off! doesn't effect anything..so no great worry.
Personally wouldn't "drill" mine in any circumstaces

i had the same problem - bad enough that i had to replace two dials. When they were being replaced the dealer put a vent in the side consul facing forward so as to force air through the consul when moving and this has all but eliminated the problem
Open the console, take out and leave out the bulb and bulb holder from the back of the instruments and put a bowl of dry rice as close to the back of the instruments as possible. Close up the console and leave for a week or so or until the rice gets damp.
Replacement rice weekly until job done and then put the bulbs back.
