Apex A-19

I recently purchased a 1996 Apex A-19 RIB. I have yet to take it out on the water other than the test ride. I have been going through the boat diligently cleaning all compartments and running all new electrical wires. When I attempted to remove the rear gas tank under the seat I could not get it out. Does anyone know if Apex built around the tank? Maybe a suggestion as to how to remove it without damage to the tank or boat. When maneuvering the tank around to try and get it out I found quite a large pile of dry rotted wood at the drain plug. I see nowhere that the wood could have come from. There is just fiberglass in there and using an inspection camera to probe up the passageway under the boat to the forward compartments only showed good sound fiberglass. Any and all thought welcome.
