Not necessarily. The cold fronts blast down out of Canada into the midwest and push South as far as Mid Florida at times and smash into the warmer air mass that extends up from the Tropics. That's the deadly mix that creates tornadic winds. They are more frequent in the middle of the continent in the Spring when the warmer air pushes up out of the Gulf of Mexico and meets the same colder air masses from the North but can ocurr anywhere cold air meets moist warm air. Hurricanes also spawn tornados but that is a different dynamic.
