Looks a nice Rig,BUT.
Surly a mistake on the price!...like the design IMO...I wouldn't fit those for Towing!..Just screwed/or is it riveted in!??? ...They Can't be for Towing?
...Mine (on the Back) are 5/8th SS thick and Bolted straight through the Transom, what's the point of them anyway if you have a proper Bow/Anchor line fixing?

316L is expensive stateside, which is why most boats have aluminum accessories here.

Raw material price of 316 is around twice the price of 304 here, saying that, both are at rock bottom at the moment. We can currently build machines cheaper in stainless rather than in mild steel, by the time you take galvanising, painting & transport into consideration.
Scrap price for 304 around £500/tonne. 316 around £900/tonne

5mm x 230mm x 100mm polished 316 with polished fasteners and backing plate weighing a couple of kg each
They are designed for towing the boat 400m behind the 35m+ yacht at speeds over over 18 knots.

I don't find it all that surprising. I mean cost of materials is well immaterial if it's one-off-piece. Cost of quality labor is. Some design time. Setup water-jet machine or something. Cut weld. Couple hours here couple there. @$150/hour. There you go. Don't like it. Do it yourself.
But if you'd want 10 of them it would maybe $1000-1500 for all of it.
