pvc tube set for Zodiac 420 pro

first of all, thank you for the vast amount of knowledge here!
I am extremely frustrated in lack of delivery or deception from local dealer on my canadian build 420 Pro for a replacement tube set. Long story but here goes.
Mine is a 1991 Canadian build 420 pro HIN: XDC R1602 1091
about 8 years ago my original tube set failed (too old to repair. So I had this local dealer replace them with new PVC tubes. about one year out of warranty the bolt rope seperated (which was real fun on the water) Same local dealer said i had two choices !) attempt repair (not recommended) or buy another new tube set. I opted for the new tube set. about a month later I got an email telling me the tubes arrived but were they were the wrong set and would not work on my Canadian built boat. They told me they had to order from France and now my only color choice as red (originally ordered gray). At that time if I wanted to proceed I had to pay for the tubes in full including freight, up front). I love my boat nd had just repowered with a new E-TEC so I went for it. I was told 4-8 weeks delivery.
Long story short they hit my card on 8/1/2020 for the full amount. Since then no word or very little response via email correspondence. I keep getting the "we'll check on that and get back to you".
I'm not a whiz at math but that counts up to 8 months waiting.

From experience, is this how long it takes to make set of tubes?
My patience is wearing very thin. I have contacted both the regional and National sales mangers for Zodiac with no response.
I need to know if I am being deceived and if I need to get legal for a refund and take my boat elsewhere?

Ive been quoted that repairs to the bolt rope are made stronger than the original way they are glued on. This is from a company that does repairs in QLD Oz for all the major government vessels. I would be shopping around for a repairer who gives you more confidence than the one you have been dealing with.

Two reasons;
1.) COVID
2.) the factory. Or more specifically; Zodiac is decreasing operations at their factory in Ayguesvives, and moving PVC tube set production to their facility in Enfidha, Tunisia (where NEO tube sets and FRP hulls are made).

It’s just the waiting game. Stay on top of it. Maybe band-aid your old tube set to get you by.

Luckily I have other boats. this is just the easiest to take to the Keys and raise hell.( though not my wife's favorite.)
