Surely it depends on what Type/Size of Hard Boat you are Swaping For ...But Considering the Options you mention .... and the Very Limited (if any improvemnts) attained,especialy when considering what you would Loose!! IMO..Yes! Bloody Mental!

In one picture it's liveried up as California Highway Patrol, I'd be asking why my tax dollars are being spent by CHIPS on a RIB??

That's actually a pretty valid question...

Though, as a bit of background, the government grants for post 9-11 "Homeland Security" equipment got pretty stupid all over the place. Individual agencies put in proposals, and the gov't threw money at them. Ended up with things like 3-person police forces having post nuclear incident test equipment (like they wouldn't notice a bomb just wiped their 2 block town off the map); a small town on a stream getting a fleet of 4 rescue inflatables, things like that. Probably the same revenue stream paid for this thing.

There is some real drama related to these boats. They made them just up the road from me. Some (possibly off duty) coast guard airmen capsized one at the mouth of the Columbia river a few years ago. I remember it well. Right in my stomping grounds on one of the most dangerous bar crossings in the world. I don't know all the details and there were reports of a coverup. I believe it put them out of business as the coast guard deemed them unsafe.
Fishermen recovered the capsized boat 4 days later in the ocean and towed in back upside down.
