Why no ex-military? The ex-military boats are readily available and some of the best boats you can find. Especially for a project.

RIBs bigger than 6.5m are extremely rare in the US.

My playground is the south coast and Solent, 6.5m are the baby's around here - every season the RIB's just seem to get bigger and bigger and on a practicable note - 8m's handle the Solent chop with ease ( although I do appreciate that last piece of useless info is wasted on someone in the States! lol )

Plenty of big boats...they're building the new 53 ft center console at Scout next to me, it'll probably have quad Seven Marine outboards on it.
Just not RIBs! People don't like how narrow they are.

Totally, and they're sweet!
But per last NMMA study I saw, RIBs make up less than 1% of pleasurecraft market in the United States.
Meanwhile, Freeman boats (CC Cats) down the road from me is backordered for over a year for pleasurecraft vessels. People are paying $10k-$25k, just to jump ahead in line.
Sorry to be a debbie downer...

Large ribs
I have had five or six Far east ribs come through my shop in the past twelve months. Some as young as two years old completely falling apart. The materials are definitely lower end of the spectrum in quality. Even the hypalon one I have at my shop now appears "cheap" and the tube material is very thin.

I wasn’t aware there was a shortage of 6.5 and bigger in the US.
I have a 7M, which I found locally pretty easy.

To quote OP:
" non military. "
There's a lot of surplus Willards and old Hurricane 733s on the market, but they tend to be extremely neglected and beat to crap.
Rec market above 6.5m is quite dry.
