The tail lights are on sliders. In that image they are all the way in.

It's actually quite surprising how far the lights can be from the end of the load and still legal. As a non-traffic cop put it to me, "I try to never pull over a trailer because the rules are so complex that I need to wait for traffic to come and work out if it's legal to let them go again!"
