Knott half clam shell fixing

Hi all, the brakes on my friend's boat trailer had seized over the winter so I ordered a replacement set of shoes, cables etc. The set up is using Knott parts.

It may seem a stupid question but I can't find out how to anchor the half clam covers over the eyelet on the backplate. The other ones were rusted solid to the cup on the brake cable and backplate and I had to bend and then grind them off. I can't see how the new ones anchor to the backplate. Do they have to be spot welded or similar? :

one half is welded (poorly usually ) into place and shouldnt be moved ,the second half is a loose item that sort of fiddle locates mating with the backplate and the fixed half ,all is held together by the cylinder on the end of the brake cable

Many thanks for the reply Orwell boy. Will hope that the guy with the welding gear can crawl under the boat and trailer to do it
