Proper way to convert boat to utility trailer

I bought an 18 ft boat trailer today and plan on converting it to a utility trailer with a wood deck.

After I remove the bunks, I'd like to build a deck from the rear frame to the black step right before the trailer tongue. That's roughly 14 feet. I want the deck to be rectangular. The deck will sit between the wheel wells. How do I properly attach decking to a boat trailer? Do I drill through the frame and attach 3 larger cross planks and then lay long 2x4s across the 3 large planks and screw them into the planks? Is there a better way to do this?

From the rear frame to the black step near the tongue is 14 feet. Between the two wheel wells, the distance is 78 inches.

The trailer curves as it nears the tongue, but I don't want the deck to curve. Do I need to weld a crossbar up near the black step?

Any input is appreciated. I am consulting someone I work with later this week for some input, also. I am not going to do this blindly, so all the information I get, the better.
