I take the view that they are all fairly useless against a determined thief, but act as a visual deterrent and are usually an insurance requirement - so the cheapest that meets the minimum insurance requirements is the best. That said if you are keeping it outside, especially near to the sea, then one which doesn't rust/seize up would be good. The other thing worth considering is quick and easy to fit and remove (so that you use it) because trying to get the thing lined up just right to fit whilst the rain is running down your neck and your hands are numb from the cold is not good!
