You can fly the flag if you want to, but you don’t need to (I’m not aware of a size restriction but I’m not big on flags). If you are a strictly by the rules type You should probably read the lighting rules again - unless your engine is very small you are capable of >7knots.
Afaik, the Red Ensign can only be flown by British "Registered" vessels. Hence my query earlier re. The SSR number[emoji848]

Unfortunately I think you are wrong (although I did have to look it up). It can be flown by any British Ship, the definition of which includes unregistered small vessels owned by British subjects. MSA 1995 Part I, 1.1.d
