Airdeck seam blew out

The seam on my mercury air deck separated around the access hole for the keel valve.
The previous owner patched a spot on the seam, and now it happened in another spot. I took the old patch off because it started to leak from around the patch.
Whats the best way to glue this awkward seam back together after I clean the glue and dirt? Even if its not a forever fix. I suspect It will happen again in the future.

I presume using the correct 2 part pvc adhesive is your best bet. Search polymarine 2 part adhesive.
Can buy it online or most boat shops also stock it. Much better then the supplied adhesive in repair kits
