Attaching life line fittings

We use our ancient hypalon Avon Rover 2.8 on the Thames which means going though locks so we have fenders. The current way we attach them with lines to the floor just trips me over so I've bought some old stock Avon lifeline blocks from Ribstore. They are good quality but a bit larger than I imagined.
I want to fix 4 to the tubes and I'm now looking at how and where.
- on top of the tube or just inside? I think on top will soon get annoying.
- how - hypalon glue obviously, but the blocks are quite stiff with a 4" sq flat base. I'm thinking I should sand the block to match the tube curve, or heat the block and see if it softens?
All advice and musing on this gratefully received!
(We use the Windsor public slipway, a bit of a hidden gem)
