Hi Orkenny, your hull should not flood, so should be dry. The small bung is to drain any small amounts of water that gets in to the sealed part between the deck and the bottom. The principal of the flooding hull is that when accelerating out of the hole, the water rushes out of the large hole at the rear air is sucked in through the two small holes at the front. The opposite happens when stopping. I sealed up the holes when I replaced the transom and the boat felt completely different.
