You'll need a 2-part adhesive from Polymarine for PVC.
3026 PVC Adhesive, 2 Part, 250ml Tin
Area will need to be sanded and cleaned with MEK or acetone first. At this time of year the gluing will need to be done indoors, not near a naked gas flame and make sure there's plenty ventilation.
Just a thought but you could always fit rod holders on the transom?

The glue that comes inside repairs kits used for small repairs, glues fantastic well if catalyzer is properly mixed, just follow good repair procedures & temp. Works same as 2 part PVC glues. The only issue is that will need lot more than just one tube.
