boating on estuaries

For inland water boating I know that I have to licence my SIB with the EA and/or the Broads Authorities and/or British Waterways, but what about places such as the Rivers Deben and Orwell? Am I correct in thinking they don't require a licence because they are estuaries?
I'm sure when it comes to access though, that's another story

There is no requirement for any licence on these rivers . Needless to say there are local speed restrictions . Follow these and you will be fine !
