At the end of the day 22mph ain’t too shabby.

We never got any more than 24mph max on a variety of 3.5 to 3.8m sibs with either Suzuki or Mariner 20 motors. All we’re running 10” props and able to bounce of limiter one up.

Going down to 9” pitch may bring your wot revs up without even losing any top speed. One thing, is your Honda running a four blade prop?
This will probably reduce top end speed but have good low/mid range grunt.

Either way, get motor set to right height and trim before swapping props.

Shifting the passengers around didn't make any difference to the ride. At WOT, the boat took 8 seconds to get up onto the plane. Water was making contact with the hull forward of the front seat

are you 100% sure the keel pressure is correct once you have the boat in the water? It makes a HUGE difference on these little boats.

Have you tried a tiller extension and sitting in the middle of the seats ? I've never found the experience of a lightly loaded sib that comforting when flat out and preferred to boot it onto the plane then ease off . My 3.5 AE certainly felt as though it was sitting on top of the water with most of the tubes out of the water . Latterly I left it to the kids who as 17-20 year olds seemed to go everywhere at full chat with no issues.

So, following Chipco's question, the prop has 4 blades.

I guess this points to the previous owner having played around with the setup, or would Honda have put a 4 blade on in the factory ?

Yep Honda often fitted 4 blade props... I think yours is the standard fit.

A straight line from AV plate to transom would help judge but is the plate 1" or 2" or so lower than the transom lower edge?

That Definately looks a bit low to me.
No experience yet on how much difference it will make but hoping to have some soon! �� ��
