Fabric around valve cap?

For the life of my I cannot figure this out. I looked at the manual, did many Google searches and even looked at Google images to see if I could locate it. Nothing

I have fabric (which appears to be the same as my boat, PVC) around my attached valve caps. I don't know what they are for or how they are used. My only guess is to prevent some kind of rubbing? Otherwise I have no idea.

Anyone know?

PS, does anyone know why they build the valves so a low pressure pump won't inflate them when closed but a high pressure will? Curious as to that design. Thanks!

They're for packing purposes to prevent chafing.

Your Typhoon should be equipped with Bravo 5 valves. They have fairly stiff springs.
