Hull bottom paint texture.

While looking at a RIB for sale today I noticed that the paint on the bottom of the hull was lightly textured. Is this okay, or should the finish be smooth instead?

I think your looking at the Anti-Foul paint.

New the rib hull is smooth, it is painted with anti-foul if your leaving it in the water for extended lengths of time to stop the growth of algae.

Also, it may have been flowcoates or just painted, it might be worth having a look for any damage showing through.
