The small boat channel is along the port side of the main shipping channel. If you hug the left you'll be fine. You certainly need permission from the harbour master to cross from the side you'll find yourself on (Gosport) to the Portsmouth side in front of Gunwharf Quay.

I'm assuming you're comming by Sea?
If you are then no permission is needed to gain entry to Portsmouth Harbour though the Small boat channel to the West or Port side of the entrance. This channel can get seriously busy at times but normally is OK.
Once inside there is a proceedure to Radio QHM on channel 11 and ask permission to cross to Gunwharf or the Camber, or you can be escorted if you manage to flag down one of the patrol boats and make your wishes known.
If you just want to explore the Harbour then providing you keep to the West and away from the Dockyard and ferry port you're pretty much free to go where you like. The speed limit is 10 knotts.
I'm sure some one will come along soon with a website with more detailed info on.
Keep an eye out for the Searider cruise this weekend (we'll be gathering around the Green Lightship on Saturday) and come and say Hi.
Happy hunting

JUst to clarify the Small Boat Channel is on the 'wrong' side of the piles, that is, between the piles and the shore.
Look in Reeds or on a chart of the harbour. The crossing instructions are in the almanac also.
The channel can be very busy. I notice you may be in a small boat, so choose your time carefully.

Here is what you need:
http://www.qhmportsmouth.com/port-ln...ion=view&id=47 for the relevant Notice to Mariners; and here:
http://www.qhmportsmouth.com/port-charts/ for the relevant chart.
Once inside the harbour entrance, the Lightship is umissable on the left with visitors berthing on the far side of the pontoon to which it is moored.
