Primer bulb

Maybe a silly question but started my outboard this morning, when I finished and took fuel line out, the primer bulb is still hard, is this normal? Or do I have to release the pressure?

No you don't need to touch it apart from when starting. Even then you probably won't need to bother most of the time.
