How many people do you want to take? that will impact your engine choice.
I'd not paint it unless absolutely necessary. Painted tubes are not popular here, but on a sib will be problematic if folded up.
Try just thoroughly cleaning (fairy power spray a soft scourer and some elbow Grease) and the a wipe over with some spray gun thinners (gun wash) on a rag, you'll be amazed.
