Mariner 4hp 2 stroke

Just acquired an Avon R280 plus Mariner 4hp 2 stroke
How do I start the engine?
Cannot pull chord
New to all this... seems a basic question
Any help appreciated

Welcome to the forum they are great little engines.
If you cant pull the cord there's two possibilities, its in gear or its siezed. First check its in neutral by moving the gearshift & or checking the prop turns easily each way then see if you can turn the flywheel by hand then come back to us

Cannot see a gearshift mechanism
Prop turns quarter both ways
How easy is access to flywheel?
[Model ins 1993ish s/n 09747082]

Sounds like its in gear, if its a yamaha based mariner the gearshift lever should be on starboard side about 1/4 of the way back along the side of the lower cowl
Unless its a mercury mariner in which case its on the throttle control

Throttle position in middle but still no luck
I will try take off cover but the clip is also attached for tilt lock off/on
Manual states put a rope around starter pulley and pull to free (with a wrench for a rope handle)

Can you post a picture of the engine preferably with the cover off then we can see what it is & advise where to turn the flywheel etc
