You have to inspect the hull from close to know. My boat - a small avon supersport is close to my age (40!) but still reliable !! Check for any cracks to the hull (usually that's a no-no). If the motor starts and cylinder compression is OK you are probably on safe ground, although I recommend to have a mechanic inspect it. You might need carbu cleaning which if you can't do on your own is a significant cost (a little south of 1k). To the best of my knowledge, fabric is strongan and is thermowelded at the seams, then tubes slide on to the hull. So I wouldn't expect issues, especially if its been under shade (and you intend to keep it under shade when not using it). If its hypalon check all connections for points were fabric comes off (pass with your fingernail, should be solid). Looks bright red in the pictures, suggesting minimal sun exposure. But please note, nobody can tell from a picture if a boat is good or not.
