Thanks. What do you mean by 'putting the engine on full'? It can't mean flat out as you're then able to increase RPM for it to die. Apologies for being a bit daft, just not managing to understand what's actually happening.

It reads as if when the choke is in the engine is revving flat out but that when you open the throttle it adds more revs then dies but it's obviously not possible to increase revs at max revs.

And the fix was…

Take the engine apart clean thoroughly….put all back and the linkage had been broken hence the weird choke/throttle …works now … but in rectrospect will never buy tohatsu again …an absolute bag of shit

Hmm then remember never to buy a Mercury or Mariner either... in many portable size models they are the same motor.

When you first checked the carb for cleanliness this was the time to investigate linkage etc. pretty happy with my albeit old 9.8 starts with barely a pull and just works with out fail year after year. I wouldn’t write off an entire brand after one issue. Chalk it up to experience and you will have more knowledge of your motor should you need to fix anything in future.

I serviced my motor using a manual which covered all the Tohatsu 2s motors from small to large. May be worth investing in such a manual for your more modern engine.

Comment says more about you than Tohatsu/Mercury/Mariner but thanks for posting the solution.

I had the same problem; twice! The first time I tapped the carb with a wrench, and it worked fine while I was tapping. Stuck needle. New carb fixed it. Second time, swapped out the carb, and it got better but still ran rough, even rougher at full RPM. Got new non-ethanol fuel; no change.
I pulled the spark plugs and saw a little red line in the white porceline part. It was a crack.
New plugs and she was up and up again.
