1989 Zodiac Hurricane 6400 B

i just purchased a "1989 Zodiac Hurricane 6400 B" and was wondering if someone can help me with below.

- Does anyone have a manual or data sheet? already contacted Zodiac but no luck so far.

- See picture #4. There is a "vent" like pipe next to "fuel vent" in front of the boat. what is this pipe for?

- See pictures 1,2 and 3. there are 2 vertical pipes with caps. There is water inside and i don't see a bilge pump inside. What is this for?
is it supposed to be dry? there is no drain plug at back of the boat.

It is actually a 640 OB(outboard model). I am deep into a restoration of one. The hull is foam filled and probably saturated with water. Tomorrow we should finally finish removing the remaining wet foam in mine. Close to one thousand pounds of wet foam have been removed .
