A frame mounting

I am soon to move to Australia and am shipping my Revenger 23 in a container. To reduce the height to fit I have removed the A frame this afternoon. I knew the previous owner used the boat for wake boarding and could see a repair around one of the deck mounting plates. Now that I have removed the A frame I have found that the deck mounting plates were held down by coach screws. I do not want to re-fit in the same way and would prefer to have it through-bolted. However, I do not think I can reach far enough through the inspection hatch to to do this. Does anyone have any good suggestions?

They work fine and you'll never see them under a mounting plate.
