Anchor locker drain tube

Looking at an earlier post on crap work, I noticed a drain hose lying on the bottom of the hull in one if the photos. I've just checked the drain well on mine and there is no hose attached to the inside if the bung hole and the inside is rough jagged plastic. Hmm.
I've drained all the water out now but I am assuming that it is supposed to have a hose in there. Is it an easy job to replace the hose between the anchor locker drain and the well drain? Assuming it can be done fairly easily, is there a quick way of drying out the moisture that has clearly been slopping around in there before I fit the hose? Click image for larger version
