It'd help if the BBC put a pic up in case someone recognised the boat.

"The vessel, which was reported to the Coastguard by the crew of a yacht this morning, has now been towed into Langstone Harbour. Its engine was down, but cold and there were no lines to a buoy. The rhib is grey with a white strip around the side and a yellow canopy in the bow. It is approximately 8-10ft long and has a 15 bhp engine onboard."

The article is not totally correct. The coastguards search area was from Bramble bank to Langstone harbour. I was out on Colwes Inshore Lifeboat searching from Cowes to Ryde Pier, Gosport and Fareham Inshore were searching the north shore. Bembridge Lifeboat was between the forts and Langstone, and Portsmouth were covering between portsmouth and Langstone.
