Avon Rover Hull drain hole

Hi
I recently purchased a second hand Avon Rover 3.4.
The normal above deck transom drain has a bung but the smaller "hull" drain, the void between deck and hull doesn't.
So a couple of questions:
Should the void drain have a bung?
Is it normal for the void space to fill with water? I'm guessing not as it's extra weight.
It's only being used as a tender to get to my sail boat so not much of a problem.

There should be a screwed in bung in the lower hole the upper hole should have a lever expanded bung.

The hull should not flood, unlike the flooding hull SR4/5.4/6.5 etc the rover is a different design.....

The screw in one should be a common enough fitting, ours basically never go any water in there (when bung was installed)
