ballast

on my boat i seam to have to small caps on either side o f the deck with label saying water on it

took cap of and all i can see is foam and big space.

what are these for? do i fill it full of water?
how do i empty it and how do i fill it ?

I think that in order to help yourself it would encourage people to reply if you either filled out your profile or mentioned in your request the make and model of boat you're talking about?

here is a few images of boat as been giving it a a clean also there is a few things that i dont know what they are maybe some on e might know

on second picture on one of the compartment its has this thing wich has a valave on it i dont know what its for or what it does any ideas?


also on 3rd picture these are the mention holes wich say water on it are they some sort of balast mech?
