6m isn't really a small rib With a £10k budget, you're limited to 2nd hand with the criteria you've posted.
How much fuel can you afford?
Do you want to pose or not?
How many people do you regularly want to fit aboard?
What are your potential uses for it?
Oh, and do you want to go and look Neptune in the eye in a F8 and laugh then run away on the adrenaline buzz?

The guy does say up to, I suggested by PM that new hull + 2nd hand engine can be achieved on this budget.

I don't read him saying he wants new ~ 10k buys a very nice 2nd hand package.

Sell the engine for maybe a grand? Then you have £3.5k left to spend on a better engine, although the guy says that it has been checked over by a mech so it may be ok.
Edit: assuming it's Ficht RAM and not Ficht, this might be ok? http://cgi.ebay.co.uk/6-2m-RIB-90-Hp...#ht_794wt_1139
Best advice...find something you like the look of, there are loads of places: B&O, boatshop24 etcetc. then post and ask if it looks ok or it's something to avoid. If it's a lemon, we'll tell you!

4 people on board is going to mean at least 5.5 metres (no Avon Seariders then, unless you're very lucky and find a 6m cheap!)or it's going to be cramped and you'll need to be close to the max rated power for the hull to make it move well.
A good way of calculating your maximum fuel usage is 4 litres per hour per 10hp at full throttle-so for example that 135 ( (135/10)x4) on the Tornado will be using around 54 litres an hour at full throttle. It'll use a lot less at cruising speeds, and even less at cruising speeds if it's a 4 stroke or a new tech 2 stroke (Tohatsu TLDI, Merc/Mariner Optimax or Evinrude Etec)
That Tornado looks like it could be a nice boat. Not sure it's worth what he's asking though given what the engine is, and it's got unknown engine faults.
In any case, if you're spending £10k on a 2nd hand boat, research the pariculalr boat first, get a sea trial on it and get a survey on it. Nobody with nothing to hide will refuse to let you do either.
Oh, and as Gotchi says:-

Tornado 4.5m sports rib. Complete package which includes:-
Snipe breakback rollercoaster trailer complete with lightboard
Mercury 60Hp 2 stroke (new in 2004) full service history with electric tilt and trim, Tohatsu 3.5Hp auxillary new in 2007
Flares, first aid kit, anchors, chain and ropes, fenders, oars, boat hook, full cover, 2 gas inflator life jackets.
2 x 25l fuel tanks
Stainless A-frame which folds down when towing / storage. Nav lights and radio aerial are on the A-frame
Hitch lock and wheelclamp
Garmin 451S colour chart plotter / fish finder / sonar (new in 2009)
Icom IC-M411 radio with DSC etc (new in 2009)
This boat has a custom built bench seat which can easily be removed. Also removable back rest for the seat (which we never use). There is a single jockey seat and room for several people on the tubes. We have comfortably taken 6 people out. She will reach a top speed of approximately 30k and is extremely easy to tow, launch, recover and handle on the water. She was last serviced at the end of 2009 which included a new impeller to the main engine. Has been in the water this year to check everything is in working order. Tubes were renewed in approx 2006 (hypalon). This boat is a fantastic fun boat and would make an ideal starter package. Any questions please email me. Deposit via paypal of £500 at end of auction, the balance to be cash on collection.
good or bad.....

Tornado 4.5 is a good boat, but I think you'll find it small. We run one in our rescue fleet and there is no way I'd allow it to carry six people except in calm conditions and for a short ferry ride! (It WILL do it - but comfortably? Nah....). Crews consider it the "runt of the litter" compared with the other hulls which are all 5m and handle so much better in the chop....
No mention of price I could see? How old is the hull?
Would strongly recommend at least 5m for what you seem to want. Anything up to 6m is pretty easy to tow and launch, so why settle for 4.5?
If it were me, I'd keep looking!
Regards
Mike

Avon 620 worth considering.
http://www.boatsandoutboards.co.uk/r...hp-2ltr-TMS078
Seems ok but I'd rather a 4 stroke with 10k to spend
Google a company called south west rib centre or southern cross yachts - speak with Rob or Tom and tell them what you want. They have a good selection of new and used packages. They will sort you out or advise further
Tell them Peter from the yard put you in touch with them.

The Delta has ended.
You really need a seat per person-ie, if you're carrying 4 regularly, you need a minimum of 2 double jockey seats.
Yes, you can change layouts, but check how much it'll cost before buying something that's not ideal as the cost of refit may shock you.
<edit> What's your budget? You say £10k here, but your other want ad says £5k.
