A bit of both really.
Biboa started well over 20 years ago when ribbing was "new", and it provided a way of finding others who owned (and often raced) ribs for advice and boating company.
Since the internet developed, Ribnet and more recently Facebook have meant there are many more ways of getting advice and finding boating company - and rib racing has pretty much died out, so Biboa is not as relevant now as it was when it started.
Another factor is that many of it's founding members and original enthusiasts who started in 5 metre ribs with 60cc 2-strokes are now that bit more "mature", and have progressed up to 10 metre Scorpions with lots of HP and can cruise at 40Kts on tick over - or they have moved on from ribbing to other hobbies. This isn't typically the same group any more to appeal to newcomers with family boats pottering about on local day trips.
I think it's just on the tail end of the natural life cycle that many enthusiast clubs go through really.
