Cut or glue patch ( existing )

I have a 8 year old patch on the bottom of one of the tubes near the stern, it covers a scuff/scratch, not a hole,

the front edge of the circular patch has lifted, back about 10mm max, which should I do: cut/trim it off ( the lifted bit ) or try to glue it back down ( think this may not work too well ) ?

If to glue it, which glue ? (its a Ribeye & my understanding is the tubes are Hypalon )

the rest of the patch seems sound.

2 part Hypalon gule will do the trick.
I would rought both surfaces up and re-glue.
Perhaps apply some direct pressure to make sure you get a good bond.

My old tubes had a few patches on and as long as you prep the surface and keep some good pressue on you will be fine.

:-)

Oh and the glue is avalaible on Ebay.
