No it wasn't - it was started by Euan Mcgrath as a good idea!
No it doesn't although the RYA have the rights to everything with National Championship in it, and insurance would be very difficult without them plus they issue licences etc....
If it is a basic race a day licence will do, to enter a championship you will need a license for the season - mine is for Inernational class III up to 4 litre and Formula 2 RIB and costs Ģ300! (The navigator will need one as well!) For National racing the boat will need a measurement certificate as well as all the safety gear.
