The guy has a reasonable grasp of VHF procedure and that is a North Devon accent, detectable in the word "Barnstable". Possibly a very sad, out of work fisherman. An appalling thing to do never the less.

No DF equipment there?

There was a case recently in Salinas, CA of someone making repeated fake distress calls. Coast Guard (or Fed Comm Commission; don't recall now) called up their records of the call, and were able to triangulate the call as having originated from a particular apartment building in Salinas (about 30 miles from the ocean, I might add.) They arrested someone for the crime; haven't heard anything else about the case.

He most likely was on the sea front in Barnstable so he could watch the search and action.

Bit like kids calling the Fire Brigade and hanging around to watch them turn up blues and two's
