Andre's jolly isn't comparable to the trips that Bruce is seeking friends for.
Firstly and most importantly, IMO, Andre isn't soliciting or accepting cash.
Secondly, Andre is operating a business. As such, his vessel may not be coded, but he will be insured to demo the vessel to prospective clients and to attend boat shows where the public may be aboard. While he may well have run the jolly for personal satisfaction, he is also in a position to chalk the entire day down as a marketing expense - so he is entirely in the clear with all the authorities.
