Fixup and cleanup for a tired Navy Willard 7M

Funny--I have the exact opposite problem of Topspeed, below. They need to keep a new boat looking spiffy, but I need to figure out ways to pick mine up by its bootstraps and make it more presentable and comfortable!

I need ideas for:

1. Cleaning and polishing the tubes.
2. Removing rust.
3. Polishing up the metal on the hull and console. (Can I wetsand it?)
4. And of course, the all-important problem of cup holders. Because we are not animals, man.

The boat has had some soundproofing done, and will soon have new soft-deck and maybe a windshield. Eventually, there will be a new and colorful paint job, but in the meantime, I need to spiff it up and create some temporary storage/seating in the bow.
