Jono has a point. If you stick the ball over the hole you will have to remember to park the R/R the top of a hill before leaving the lights on.
I spent quite a time with a couple of welding magnets getting the height amd angles right before welding it all up.
If you go for a bumper mount you can buy shaped plates to take up the curvature of the bumper. Try a caravan shop.

Not too sure why it should be offset but was told by several different peeps that that was the way to do it. Certainly works well. As Richard says, maybe something to do with having the trailer near to the driver's eye line. You can also have the trailer at almost 90 degrees to the vehicle and still carry out precision manouvres. Will try and find out why.

Being off-set does help with the visibility and looking almost straight down the axis of the trailer so easy to keep in straight line, its also near a stronger part of the bumper (near bolts) also won't foul other must have accessories like a winch (not got one yet!)

They use something similar to that at my local slip (Seapalling). They use a tractor to launch boats there; they have devices made of two G clamps with a tow ball welded between them. They stick these on the backs of trailers so they can tow several in a line down to the beach at once.
