I think its very difficult to answer that. If you have the sort of huge rib that is far easier kept in the water than trailered it might actually be a selling point. If its a small boat that most people would trail - then its "ugly" and might be hiding a multitude of sins. One option would be to take lots of photo of the before, during and after, to show there's no hidden secrets unit the fouling.

I think if the new owner does not intend to keep it afloat it will be worth less if he wants a shiny white hull and has to strip it off or things its hiding gel coat damage. It might also be a sign that the boat has been kept in the water so engine not flushed, higher corrosion risk etc.
