How to remove dark spots?

It's time for me to get the Sailing Club Ribs back up to standard again. I'm cleaning with Poly Marine on the tubes but i have these black spots that won't come off.

Try Bostik M501 Thinners .. That will move the most hardened stains..

I'm a afraid it's consistency and routine maintenance that's needed,and not leaving it to a once a season (or less) Purge!.. that keeps Hyperlon looking good and in top shape.
I've not seen anything that removes it (mould) COMPLETELY!..from light coloured material...it's almost like the mould permeates the top layers.
Hopfully it's not too bad..if it is.You MAY possibly remove it...and likely the upmost layers at the same time.

CilitBang or other "Oxy type cleaner" (especially one of the mold variations) has been reported to work here in the past.

It's a boat we've been donated. Sad to see a RIB in such a state.
