Yeah; that's the hypalon layer separating from the fabric. Fabric is 3 layers: Neoprene (airtight), fabric (dimensional strength) and hypalon (environmental protection - sun, chemicals, etc.)
Should remain airtight until the neoprene layer is compromised, but exposed fabric will eventually weaken, possibly causing ballooning of the underlying neoprene. You should cover any exposed fabric with some kind of protectant material. How bad it is depends a lot on how widespread the separation is.
