Falmouth Bay and the Carrick Roads are sheltered from anything without an Easterly component.
It must be okay because there are usually plenty of people out there with waterski's etc.

Devon flat water...
The Plym water-skiing area above Billacombe bridge in Plymouth is specifically set aside for this. It's tidal and speed is limited to 10 kts unless you're actually towing but at least the water is flat. Access from either Mountbatten (free) or QAB (not) is quick & easy.

Forgot to say, there is a designated water ski area in Carrick Roads from May to October just off the St Mawes Bank.

Exmouth and the River Exe
There is a waterski, toys designated area in the river and of course if the sea is flat there is plenty of bays along the coastline

torbay is good on any wind without an easterly component. Elberry Cove on the brixham side and Livermead on the torquay side both have dedicated ski lanes if you need access to a beach. otherwise anywhere outside the 5 knot limit buoys is good, and is usually better away from the other ski boats.

Right in shore in the lee of Start Point can be surprisingly flat in a South Westerly. We've played there when the rest of Start Bay was pretty lumpy.

The Dartmouth side of Start is often very flat - I used to do charters from Salcombe to Dartmouth and unless it was an easterly it was always incredibly flat there!

Holy water
Yes, we've boarded round these parts quite a bit, 'looking to go away somewhere. the mouth of the river Dart is very good but it upsets the Harbour Goons!

Starehole Bay (just outside Salcombe)? It's out of the speed limits...

Gets very busy in the summer - ok early or late though - Elender Cove tucked just inside Prawle point can be ok - a bit small and sometimes lots of moored boats who get the hump with people going round and round!
There is also the river Avon but you need a permit for there and the tide needs to be in!
