Is it pvc? rub strip and other doohickeys

So I want to outfit my hypalon rib with a few d rings and other things for strapping stuff down, grabbing etc. I assumed they all were pvc. Upon looking up d ring patches that are made of pvc they come with a warning saying they only work on pvc, with pvc glue.. what's the difference? the rub strip on my rib looks like pvc and it was glued on just fine.. can anyone shed any light on that? thanks folks!

So How do I tell what my rub strip is made of? can I prime it with some 2 part pvc glue? I'm quite alright with patching and laying the glue, I just want it to stick (obviously lol)
