It's not a rib, because about 90% of the tube touches the water at a standstill on a rib. This boat has only about 30%. Also the tube stabilizes the boat by being so low down. This boat obviously doesn't need that, otherwise it would be low down to the water

While the point of tubes contacting with the water maybe contentions as to what is optimal, I think your take on it is a little mistaken.

Some Ribs SR4.0 + SR5.4 sit on the tubes a lot, by design due to the flooding hull this is for stability. Some of the ribeyes rock from tube to tube lightly loaded, as the tubes barely touch the water if at all.

These are both well established types of RIB.

Not a RIB in my opinion. The tubes on a RIB are there to support the vessel so if they are deflated, it would be liable to sink. These tubes are well clear of the water so would not make any diference if inflated or not. Perhaps I am just old school as I have owned RIB's since 1991.
