Leaks under my rub rail!?

Hello.
I just bought a 15ft. Apex center console rib. I have some lifting of the rub rail on the bow, and there is leaking under it in a couple places. Is there a way to repair this without removing the rub rail? I'm worried the there is a seam under the rub rail that is now leaking.
Can anybody tell me the best way to go at a repair like this!? I know how to do general patches, but this one has me wondering if there is an easy fix. I also want to know if you can carry the patch on to the rub rail, and have it adhere?

Is it the perimeter rub rail - runs around the outside of the tubes?

If so, there shouldn't be a seam underneath. My dive buddies' Apex (19, I think) has the same problem on occasion; I think they just stick the rail back on with Krazy Glue (brute force approach. They also limit fraying of the fabric edges with Krazy Glue. They must own stock in the company or something.)

Personally, I'd go with some type of contact cement. Bostik 2402 if you can get it, but it's not a critical application, so anything that sticks should do fine.
