"Both families had a misplaced confidence in their abilities, which came from having enjoyed being on the water together many times without incident, and their lack of risk awareness contributed to close high-speed passes and wake jumping becoming normal practice. Their confidence in their own competence also led them to doubt the benefits of attending RYA training courses. "

A desperately sad outcome for both families. It's all too easy to get caught up in the moment, but this just shows how quickly things can unravel when you get it wrong.

Truly tragic situation, I highly doubt that a PB2 or PWC Competency would have made any difference to the outcome of events unfortunately.
