my own river mooring

is there any rule to stop me putting my own mooring in a estuary/ river
floating.
blackwater estuary.

Yes. That bit of riverbed will be owed by someone, probably the Crown Estate. Chances are it comes under the jurisdiction of a local marine authority - eg harbour master / local authority etc. You'd need to get permission from whoever the relevant authority is. Authorities usually charge for this, and usually have a regimented system for managing moorings. It's no different to wanting to build a shed on a seemingly derelict bit of land. Someone will own it and charge you if you want to use it!
