Not slower; rougher ride. When reentering the water, a RIB mitigates the shock by deforming the tubes, which eats energy. A hard boat takes all that energy directly into the hull.
Comes down to more how much the occupants can handle, rather than what the boat can do (true of RIB's as well in a lot of cases.)
